La Regla 1000 divide los sistemas en &#8220;sistemas SCI&#8221;, y el subconjunto m\u00e1s estricto de &#8220;sistemas cr\u00edticos SCI&#8221;, con los requisitos m\u00e1s exigentes para los sistemas cuyo fallo m\u00e1s interrumpir\u00eda el mercado. En 2023 la SEC propuso enmiendas para ampliar el conjunto de entidades cubiertas, por lo que una firma cerca del l\u00edmite actual deber\u00eda seguir esa propuesta en lugar de asumir que queda fuera del alcance.<\/p>\n<h2 id='d\u00f3nde-encajan-las-pruebas-de-capacidad-y-estr\u00e9s-en-reg-sci'  id=\"boomdevs_3\" id=\"where-capacity-and-stress-testing-fit-into-reg-sci\">D\u00f3nde Encajan las Pruebas de Capacidad y Estr\u00e9s en Reg SCI<\/h2>\n<p>Tres partes de la regla impulsan el trabajo de pruebas y se refuerzan mutuamente:<\/p>\n<ul>\n<li><strong>Regla 1001(a): capacidad y resiliencia.<\/strong> Las pol\u00edticas deben asegurar que los sistemas SCI tengan capacidad adecuada, e incluir la planificaci\u00f3n actual y futura de capacidad m\u00e1s pruebas peri\u00f3dicas de estr\u00e9s de capacidad. Una prueba de capacidad que solo llega a un nivel cercano a la sesi\u00f3n promedio dice poco sobre una apertura vol\u00e1til o un pico en el d\u00eda de expiraci\u00f3n. Reg SCI solicita capacidad que cubra vol\u00famenes actuales y futuros, as\u00ed que la prueba debe alcanzar y superar el pico proyectado, que es donde las <a href=\"https:\/\/www.loadview-testing.com\/es\/blog\/como-probar-la-simultaneidad-de-transacciones-en-aplicaciones-fintech\/\">pruebas de concurrencia de transacciones<\/a> a tasa generan evidencia confiable para el revisor.<\/p>\n<p>El segundo es medir solo el origen. En la pr\u00e1ctica, muchas entidades ejecutan pruebas de estr\u00e9s de capacidad al menos anualmente para sincronizar con la revisi\u00f3n SCI, m\u00e1s frecuentemente para sistemas con tasas de mensajes crecientes o vol\u00e1tiles, y siempre antes de un cambio material o un evento pico conocido, como un rebalanceo de \u00edndice o una gran OPI. A un revisor le interesa menos un intervalo espec\u00edfico que si la cadencia coincide con el riesgo y si la mantuviste.<\/p>\n<h2 id='qu\u00e9-requiere-reportar-reg-sci'  id=\"boomdevs_9\" id=\"what-reg-sci-requires-you-to-report\">Qu\u00e9 Requiere Reportar Reg SCI<\/h2>\n<p>La evidencia de pruebas no se queda en un caj\u00f3n. Varias obligaciones de Reg SCI la convierten en algo que debes archivar con la SEC o compartir con los miembros.<\/p>\n<h3 id='eventos-sci-en-el-formulario-sci'  id=\"boomdevs_10\">Eventos SCI en el Formulario SCI<\/h3>\n<p>Una interrupci\u00f3n impulsada por capacidad es una &#8220;interrupci\u00f3n de sistemas&#8221;, uno de los tres tipos de eventos SCI junto con problemas de cumplimiento y accesos no autorizados. Bajo la Regla 1002, una vez que el personal SCI responsable tiene una base razonable para concluir que ocurri\u00f3 un evento SCI, la secuencia est\u00e1 establecida: notificaci\u00f3n inmediata a la SEC, notificaci\u00f3n escrita en Formulario SCI dentro de 24 horas, actualizaciones hasta que se resuelva el evento, y un informe final tras la resoluci\u00f3n y cierre de la investigaci\u00f3n. Los eventos sin impacto o con impacto m\u00ednimo se reportan trimestralmente, dentro de los 30 d\u00edas calendario tras el fin de trimestre, y la Regla 1002(c) tambi\u00e9n requiere compartir inmediatamente informaci\u00f3n sobre eventos mayores con miembros o participantes afectados.<\/p>\n<p>Las pruebas de capacidad trabajan en ambas direcciones. Reducen la probabilidad de una interrupci\u00f3n reportable, y cuando ocurre una, el historial de tus pruebas es parte del registro de causa ra\u00edz en que se basa el informe final.<\/p>\n<h3 id='cambios-materiales-en-sistemas-trimestrales'  id=\"boomdevs_11\">Cambios Materiales en Sistemas Trimestrales<\/h3>\n<p>Dentro de los 30 d\u00edas calendario posteriores a cada trimestre, una entidad SCI presenta un informe que describe cambios materiales completados, en curso y planificados (Regla 1003(a)). La prueba de capacidad que realizas alrededor de cada cambio es la evidencia de que fue verificado antes de implementarse.<\/p>\n<h3 id='el-informe-anual-de-revisi\u00f3n-sci'  id=\"boomdevs_12\">El Informe Anual de Revisi\u00f3n SCI<\/h3>\n<p>La revisi\u00f3n SCI va primero a la alta direcci\u00f3n, y la entidad luego presenta el informe a la SEC, con cualquier respuesta de la direcci\u00f3n, dentro de los 60 d\u00edas calendario de esa presentaci\u00f3n (Regla 1003(b)). Tus informes de prueba de capacidad y estr\u00e9s est\u00e1n entre los artefactos en los que se basa la revisi\u00f3n.<\/p>\n<h2 id='por-cu\u00e1nto-tiempo-conservar-los-registros'  id=\"boomdevs_13\" id=\"how-long-to-keep-the-records\">Por Cu\u00e1nto Tiempo Conservar los Registros<\/h2>\n<p>Un informe de prueba solo sirve como evidencia si a\u00fan existe cuando el revisor lo solicita. La Regla 1005 establece el piso de retenci\u00f3n.<\/p>\n<p>Las entidades SCI crean, mantienen y preservan los registros que demuestran su cumplimiento de Reg SCI. Para las SRO SCI, la Regla 1005 la vincula a la regla de conservaci\u00f3n de registros SRO existente (Regla 17a-1); para las entidades SCI que no son SRO, establece el requisito directamente. En cualquier caso, el est\u00e1ndar es preservar los registros por al menos cinco a\u00f1os, con los primeros dos a\u00f1os en un lugar de f\u00e1cil acceso.<\/p>\n<p>Para el trabajo de capacidad, eso significa conservar m\u00e1s que el resultado simple de aprobado o reprobado:<\/p>\n<ul>\n<li>Los informes de rendimiento fechados, con tiempos de respuesta, rendimiento, tasas de error y el perfil de carga que los gener\u00f3.<\/li>\n<li>Los requerimientos de capacidad y rendimiento contra los cuales se calific\u00f3 cada prueba.<\/li>\n<li>Documentos de planificaci\u00f3n de capacidad y los supuestos de crecimiento que los respaldan.<\/li>\n<li>El recorrido de remediaci\u00f3n cuando una prueba encontr\u00f3 un cuello de botella: qu\u00e9 cambi\u00f3 y el resultado de la re-prueba.<\/li>\n<li>Los archivos relacionados con Formulario SCI y los mismos informes de revisi\u00f3n SCI.<\/li>\n<\/ul>\n<p>Mantener configuraciones y resultados de pruebas en un solo lugar, exportables a demanda, es lo que convierte una regla de retenci\u00f3n de cinco a\u00f1os de una carrera contrarreloj en una consulta sencilla.
